Class Ten Optional Assignment

This is an optional assignment solely for your benefit: Here is an essay question based on the commerce clause that was given to J.D. students in a Constitutional Law class at Berkeley Law.  I have slightly modified the question to eliminate an issue.  Take 90 minutes to answer this question, and then submit your answer.  After you do so, you will gain access to the best answer to this question in the class that took the exam.  Note that only the first five and a half pages of the answer are relevant to the modified question.

Bharata and Ozgur will endeavor to review and provide brief comments on each submission.  Please note that they will not be able to comment at length, given the number of students participating.
